BILLY GROGAN

Billy Grogan

Billy Grogan has dedicated more than four decades to the law enforcement profession, building a career defined by leadership, service, and a commitment to strengthening the relationship between police agencies and the communities they serve.

In 2008, Grogan was selected as the first Chief of Police for the City of Dunwoody, Georgia, where he built a police department from the ground up based on principles of fairness, transparency, and community partnership.

Before that, he served 28 years with the Marietta Police Department, rising through the ranks to Deputy Chief.

Grogan holds a Master of Public Administration from Kennesaw State University and is a graduate of the FBI National Academy, the Senior Management Institute for Police, and the Georgia International Law Enforcement Exchange Program.

Today he continues mentoring leaders, speaking internationally,
and advocating for policing practices that strengthen communities.

A MESSAGE FROM BILLY…..

I still remember the first time I heard about Sir Robert Peel's Nine Principles of Policing. It was 1982, and I was attending new recruit training early in my law enforcement career. At the time, I could not have imagined just how profoundly those principles would shape my understanding of policing over the next four decades. What struck me then, and continues to strike me today, is how timeless those principles are. Despite the dramatic changes in technology, society, and the challenges facing law enforcement, Peel's vision for policing remains remarkably relevant.

Throughout my career, I have seen these principles best exemplified in agencies committed to professionalism, community partnerships, and ethical leadership. I also saw what could happen when those principles were overlooked. Years later, reflecting on the growing need to strengthen trust between law enforcement and the communities we serve, I felt compelled to revisit Peel's work more intentionally.

Several years ago, I began exploring each of the nine principles through a series of blog posts on my website. My goal was simple: to connect these time-honored ideas to the realities of modern policing and provide practical insight for today's law enforcement professionals. The response from readers was overwhelmingly positive. Many leaders shared that the posts reminded them why they chose this profession.

That encouragement led me to take the next step, transforming those blog posts into the book Guardians of the Community: Uniting Communities Through Sir Robert Peel's Time-Honored Principles. This book is written specifically with today's police leaders in mind. It challenges agencies to reflect on their culture, strengthen community relationships, and lead with integrity as they navigate the complexities of modern policing.

Whether you are a chief, command staff member, supervisor, or emerging leader, this book serves as both a reminder and a guide. Peel's principles are not relics of the past; they are a roadmap for our profession's future.
